For an interstate compact to work, data about the national popular vote must be collected - even for voters that are in states that are not in the compact. How is this data collected? What if a state that is not in the compact does not provide this data because, for example, they decide to use a system other than plurality voting (like Approval voting or Ranked Choice voting) to decide on a single candidate to allocate all of their electoral votes to?
