Those presumably would include minorities outside the current ethno-partisan groupings.

(I am certainly not advocating either SNTV or MMP in this case, by the way.)</description>

To the extent one wanted voters to use most of their rankings, district magnitudes would need to be much smaller than the governorates themselves. As with SMD, MMP, etc., the lack of data and controversies around districting would be problematic.</description>

- mass innumeracy
- an allegedly confusing seat allocation process upsetting a result&#039;s legitimacy
