Doesn&#039;t need to be rigorous libertarianism in Rand&#039;s sense or even Mill&#039;s - the majority in a &quot;liberal&quot; democracy can make seatbelts compulsory - but it does exclude enacting harsh penalties for harmless or minor actions, like skirt length.</description>
